Yes, a Green Card holder, officially known as a Lawful Permanent Resident, cannot file for their siblings. Only U.S citizens 21 years or older can sponsor or file visa petitions for their siblings to live in the United States. Therefore, the Green Card holder would first need to become a U.S citizen to file for a sibling.
